Judge Katsuhito Saiky-Akihito addressed the citizens of Karakura in a speech earlier this week. Firstly, Katsuhito talked about expanding the powers of the government in order to be more accessible to the public. Governors would be appointed to districts which would give citizens a way to reach out to the government about issues they’re having. Katsuhito also described how he will be personally adding several amendments to the Constitution of Karakura, all of which he insured were for the prosperity of the city.

Katsuhito’s next points were about the issue of crime within our city. He spoke about the recent fires that had raged, mere hours before his speech. He claimed that the city was doing what they could to clamp down on crime. This included the banning of “certain white robes”, as well as affiliation with the group “One Beneath”. He went on to clarify that the criminal organization “Manhanto” have been known to work with One Beneath.

The final part of his speech Katsuhito talked about the recent protest revolving around Karakura High and College SLT not receiving payment. He assured that they are getting paid by the city.

I held a short interview with Selvius Nakazumi, a person wearing one of the white robes Katsuhito described as being outlawed soon. In this, he claimed that the robes were common and used for ceremonial purposes within the religious organization, “Tenkai Fellowship”. He claims that the banning of the robes is unconstitutional, under Article 1 and Article 5 of the Karakura Constitution. When asked if this religious organization bears any relation to the One Beneath, Selvius claimed that there was no relation, and no none members of the organization are still around today.

I spoke later with Katsuhito, and asked him about Selvius’ claim that the banning of those white robes was unconstitutional. Katsuhito remarked that those Constitutional protections are only when the safety of Karakura is not threatened. When asked to follow up on this, Katsuhito remarked that there is an active criminal investigation going on into the organization behind the outlawed robes. No specifics were granted at this time. While I was there, Katsuhito also spoke to Selvius, and with the permission of Mi Akihito banned the Tenkai Fellowship from the Shinsei Seinaru Shrine. There continues to be tension between this group and Katsuhito, and we will see how it develops in the coming days.
