Once you join, there should be a popup requesting for you to download the texture pack. The pack doesn't take long to load if you have good connection and all that.

He is saying his PC is slow and can't load the pack and asking for the file itself to load it throughout the resource packs / textures list even prior to joining the server. Basically a download for the file. Toby already provided that.
