For me, this relates more to what this means as a whole. Sure, I do give you the argument that we would love to have more gang outreach, especially from the smaller ones. I believe that the feeling of treating everyone with equality is very respectable, and I don't think anyone would have any opinion against it. However, I do believe that this suggestion is not good for GangRP as a whole, and there are some reasons why I say this (keep in mind I'm saying this as a person with little experience in GangRP)
1. It complicates activity within Gangs.
IF this hasn't changed, gangs count spraying as a form of activity (or quota). Having a limitation with this will mean that larger gangs will be mostly affected. More people in a gang means there are more people wanting to get quota. There will be less flexibility for their members, there will be fewer chances to justify their activity, and overall, it could lead to potential '
unjustified' removals, not because the person was not active in the gang, but because they weren't able to prove it since other members already made the gang hit the cap.
2. It creates a burden in GangRP.
You can see it both ways. On one hand, smaller gangs cannot have enough outreach, and thus have less of a chance to prosper. On the other hand, bigger gangs are risking their outreach as well, leading to less recognition (ironically). Both of these are equally bad, as we want to improve GangRP as a whole. I don't think siding with either of them would make a difference. You side with the smaller gangs in this matter, and you are affecting the bigger ones, and vice versa. This solution will just create issues within the community of GangRP, and possible backlash.
3. You reduce the competitiveness.
One of the things I firmly believe GangRP should focus on is competitiveness, either in-game or out of game, by trying to be the best gang in terms of detail, RP, story, members, or whatever. I feel like this brings gang members a sense of pride in being part of a gang, and subsequently being motivated to continue doing activities with them. This, in the long run, creates a better climate for the community as a whole, as it helps us promote a less tense environment, especially after all the changes and comments we've seen in Crime Discord. Competitiveness by limiting the spraying would still be there even if this gets accepted; however, it will affect it in a negative way. I've seen smaller gangs doing the grind to be recognized, and they did not need any sort of outside rule to do so.
TLDR- It negatively impacts ALL Gangs.
