I understand that the builders worked hard on these builds, and I agree not everything should be privatized, however people aren't allowed in the estates - those are already privatized areas which don't get used... It's also not fair due to the size of these - the estates go all the way back...

The estates aren't even used - they are always empty - the housing could go there. There's also the convention center which isn't used either, could fit a couple of houses there. If they really wanted to, they could make it happen.
