For shops they could perhaps add mannequins where they can display the items basically like armor stands but then it would take up space i think but it is one of the solutions.

There actualy are dances that are hosted in the school gymnasium. I don't know if they announce prom king and queen but during halloween dance I think they announced the one with the best costume.

You need to make a shop application for it on the forums. Plus aside from shops other ways of earning money are fishing, applying to factions (if you get accepted you get paid, like you have a salary) or you can apply to work at existing shops if they have applications open.
