If I remember correctly, unless it has changed in recent times, you automatically spawn in a small tutorial area before you spawn at plaza. There is also now tom at plaza who helps as well and if you've not done the 'quest' with him anytime you're near him he pops up in your chat.

I will say theres other reasons people roll than just because they don't know P2L, sometimes the only choice someone has is to roll. but figuring out a way to get more people to understand P2L would be the best option.
I'm pretty sure getting back into a gangRP situation after less than a day of your character being put 'out of commission' so to speak [I forgot the exact amount, I dont gangRP so I dont keep full track] breaks the rules.
